Nero のサイトからNeroAACCodec-1.5.1.zipをダウンロードします。
適切な解凍ソフトで解凍し、WinフォルダにあるneroAacEnc.exeファイルを利用します。
neroAacDec.exe
neroAacTag.exe

neroAacEnc.exe　←　AAC　Nero AAC Encoder

次に
AACに変更予定のWavファイルと同じフォルダに保存します。
Windowsコマンドプロンプトを開く。保存したファイルを確認する。

次に

AAC コーデックするためのコマンドは次の通りです。

neroAacEnc.exe [options] -if -of

詳しく命令はHelpを参考してください。'neroAacEnc.exe -help'

用意したファイルを次のようにコマンドを入力します。
neroAacEnc.exe  -if  test.wav -of  test.aac
or
neroAacEnc.exe -if test.wav -of test.mp4
or
neroAacEnc.exe -if test.wav -of test.m4a

'Enter' キーを押した後にコーデックが開始します。

AAC コーデックファイルを再生してみる。

他のソフトでも、neroAacEnc.exe 利用してAACファイルの変更ができます。
